SENATE RULES COMMITTEE February 25, 1998 12:20 p.m. MEMBERS PRESENT Senator Tim Kelly, Chair Senator Loren Leman, Vice Chair Senator Robin Taylor Senator John Torgerson Senator Jim Duncan MEMBERS ABSENT All members present COMMITTEE CALENDAR SENATE CONCURRENT RESOLUTION NO. 19 Relating to the use of prototype designs in public school construction projects. HOUSE CONCURRENT RESOLUTION NO. 29 Authorizing a recess by the Senate and the House of Representatives for a period of more than three days. HOUSE CONCURRENT RESOLUTION NO. 30 Authorizing a recess by the Senate and the House of Representatives for a period of more than three days. PREVIOUS SENATE COMMITTEE ACTION SCR 19 - See HESS minutes dated 1/28/98, 2/4/98 and 2/6/98. HCR 29 - No previous action to record. HCR 30 - No previous action to record. ACTION NARRATIVE TAPE 98-2 , SIDE A CHAIRMAN KELLY called the Senate Rules Committee meeting to order at 12:20 p.m., and noted all members were present. After reviewing the committee calendar, he requested calendaring motions on the legislation. SENATOR LEMAN moved and asked unanimous consent HCR 29 - AUTHORIZING A RECESS LONGER THAN 3 DAYS be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. SENATOR LEMAN moved and asked unanimous consent HCR 30 - AUTHORIZING A RECESS LONGER THAN 3 DAYS be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. SENATOR LEMAN moved and asked unanimous consent SCR 19 - PROTOTYPE SCHOOL DESIGN be approved for calendaring at the discretion of the Chair. He then objected for the purpose of commenting on the resolution. SENATOR LEMAN commented that he applauds the sponsors of the resolution to get at the issue of coming up with some type of standardized design for schools in Alaska. He said the Department of Education can and should be a repository for good designs done by other schools districts, but he does not believe the development of prototypical designs by the department is the right approach, and it will just end up costing money for designs that will just sit on the shelf. SENATOR LEMAN then removed his objection, and there being no further objection, the Chairman stated the calendaring motion carried. There being no further business to come before the committee, the meeting adjourned at 12:23 p.m.
